Cultural exchange and travel are rarely banned outright. They are steered through categories, visas and payments. For Europeans one US rule from 2021 matters most: anyone who has been to Cuba loses the simplified entry procedure for the US.
What is blocked
- US: Anyone who has been to Cuba on or after 12 January 2021 cannot travel to the US visa-free with ESTA; the same applies to dual nationals holding Cuban citizenship. The reason is Cuba’s designation as a state sponsor of terrorism1.
- US: Travel by US persons to Cuba is only allowed in twelve categories, such as family visits, journalism, education, religion, public performances and humanitarian projects2.
What is expressly allowed
What still does not arrive
- Cuba: Tourism, at about 10 percent of GDP, is the largest source of revenue; the Special Rapporteur lists the ESTA rule among the measures and cites 41 programme countries as of 20253.
